What happened?

On September 5, 2025, Tesla stunned global markets by filing a proposal with regulators for a $1 trillion compensation package for CEO Elon Musk.

This is not cash, nor is it a guaranteed salary. Musk would only be entitled to this if Tesla hits a series of extraordinarily ambitious performance milestones:

  • Market capitalization of $8.6 trillion within the next decade (for context, Apple is currently valued at about $3 trillion).

  • Scaling annual vehicle production to 20 million units (today Tesla produces about 2 million).

  • Deploying 1 million robotaxis worldwide.

  • Expanding into AI-driven humanoid robots and energy businesses to achieve $400 billion in adjusted EBITDA.

It’s worth noting that this comes as Tesla is still appealing a previous $56 billion pay package from 2018, which was struck down in a Delaware court. Earlier this year, Tesla had already approved an interim $29 billion stock award to keep Musk focused on the company’s AI-first strategy through at least 2030.

The market reaction? Tesla shares rose around 2% in pre-market trading following the announcement.

What Does This Mean?

At first glance, this looks almost absurd. A trillion-dollar package tied to goals that seem out of reach? It’s easy to dismiss this as hype.

But this is Musk’s playbook: set moonshot targets so big that they force the organization to stretch beyond conventional limits. Whether it’s reusable rockets at SpaceX, colonizing Mars, or making electric cars mainstream, Musk thrives on “impossible” goals.

The real challenge is: How do you turn such gigantic aspirations into a structured plan of action?

That’s where Operational Excellence (OPEX) tools come in—specifically Hoshin Kanri (Policy Deployment, or the X-Matrix).
